As a result of the ongoing trend of digital interconnectedness, a new domain for criminal as well as military attackers has emerged. Viruses such as Stuxnet, Flame or Mahdi, which supposably are targeted attacks against national infrastructure, stand as the most recent examples of the rapid developments in the area of network-based operations. With its characteristics such as comparatively low entrance costs und the almost complete overcoming of geographical space, digitalization offers novel tactical possibilities.
C SET’s bureau for “Cyber Security” conducts fundamental research in this area and is currently exploring the impact of cyber weapons on the distribution and diffusion of power in the international system.
